Senator Green, Chair, moved and asked unanimous consent for the adoption of the Health, Education and Social Services Committee Substitute offered on page 732. Without objection, CS FOR SENATE BILL NO. 133(HES) "An Act relating to a two-year transition for implementation of the public high school competency examination and to establishing a secondary student competency examination as a high school graduation requirement; and providing for an effective date" was adopted and read the second time. Senators Wilken, Green offered Amendment No. 1 : Page 2, line 8, following "body": Insert ". A governing body may not grant a waiver to a student before the student's final semester of attendance" Page 5, lines 23 - 24: Delete "January 31, 2003" Insert "February 15, 2002" Page 5, line 25, following "student": Insert "and that recommends statutory changes to the competency examination waiver requirements that the department determines are necessary to maintain the school accountability provisions of AS 14.03.123" Senator Wilken moved for the adoption of Amendment No. 1. Without objection, Amendment No. 1 was adopted. 2001-03-28 Senate Journal Page 0841 Senator Leman moved and asked unanimous consent that the bill be considered engrossed, advanced to third reading and placed on final passage. Without objection, it was so ordered. CS FOR SENATE BILL NO. 133(HES) am was read the third time. Senator Leman moved and asked unanimous consent that the vote on the passage of the bill be considered the vote on the effective date clauses. Without objection, it was so ordered and the bill was referred to the Secretary for engrossment.
